I think those instructions are not really complete because the extension is not 
distributed with Mercurial, you have to install it first.

Note that you also need to install the Python keyring library.

To check if the extension is installed correctly, type "hg help" at a command 
prompt, this will give you a list of enabled extensions.  I went down the same 
route and eventually noticed an error message saying something about it not 
being installed.
