This is correct.  I don't remember what you have to disable to make a
new repo safe for THG 1.0, but the easiest way to ensure conformity is
to create the repo with the oldest version of THG that you care about.

Note that the wire protocol is always version safe.  Old clients can
interact with new repos just fine via http(s) or ssh.
