Should that work? I dragged to the same directory as the original file, and so making a copy with the same name would be undesirable. I was expecting either to get prompted for a new name or get the Windows standard "Copy of foo" when you copy file foo in the same directory.
Fortunately right clicking on the file (without drag) allowed me to select Hg rename; as you indicated it let me make a copy with a new name.
