The .hg/patches/.hg/hgrc default-push path should likely point to the
.hg/patches folder of the main repositories's default-push target. This is
presuming you've done a qinit in that upstream repository and it is
properly reachable.
Setting up MQ repositories is a manual effort; and not many of the big
hosting sites support them all that well. On Bitbucket I believe you have
to create a separate repository for them.

details like this.
