1. ppa:tortoisehg-ppa/releases works, but gives fairly old versions:
      mercurial 3.0.1
    and
      tortoisehg 3.0

2. Both
     ppa:tortoisehg-ppa/stable-snapshots
   and
     ppa:tortoisehg-ppa/snapshots
contain tortoisehg 3.3.3 which requires mercurial < 3.2
3. There is no PPA in universe which provides such mercurial,
    ppa:mercurial-ppa/releases provides 3.3.2

4. I found ppa:jacob/hg which has interesting set of versions for Wily
and Vivid, but unfortunately for Trusty it has only Mercurial 3.1.

Does there exist any way to package-install reasonably modern mercurial
AND tortoisehg? For me personally installing from source is not a major
problem, but having various co-workers to do the same is much bigger
pain…
It appears that no Ubuntu package maintainers in this list.

You could borrow mercurial, mercurial-common and tortoieshg packages from
Debian sid if all dependencies are satisfied. But this isn't a recommended
way. Try at your own risk.

I hit this problem a while back and managed to update to 3.3.2 on Trusty reasonably simply. I 'solved' this by using a) the latest (3.3.2) hg releases package from the ppa, and b) tortoise sources. [The following instructions for building tortoise from source were got from https://bitbucket.org/tortoisehg/thg/wiki/thg.] Clone the public repo and update the clone to the stable branch, you may need to update to an appropriate release from this repo if the latest one doesn't work with hg 3.3.2. Then put a soft link into your local bin directory:

   hg clone https://bitbucket.org/tortoisehg/thg -u stable
   ln -s path/to/thg /usr/local/bin

There are dependencies on the tortoise sources:

   aptitude install python-qt4
   aptitude install pyqt4-dev-tools

LyX Document If 3.3.2 is good enough for you, I hope this helps.
