Therefore, the settings in proxy server are interfering with things, and

what the correct settings in network would be?
Not sure what's the exact problem, but my guess would be that the proxy
does not let DAV requests through. SVN doesn't just use simply http(s)
but uses WebDAV, which is more than most proxies accept.
