I see no combobox. You mean one of the drop-down lists? In the "Right View: Encoding" dialog? There is no tooltip appearing on any of them (one for Encoding and one for EOL is shown). Also not on the other GUI elements in that dialog. Tried on two PCs. Both with Windows 7, if it matters.
