So it seems this was indeed a problem of discoverability, not functionality. Double tap, holding down after the second tap, drag works.

I can hold down a finger, and move a second finger to scroll lists (Unity dash, switch between scopes, go through emails in Dekko). Holding down a finger and moving it, or holding down a finger and moving a second one doesn't do anything on window titlebars - both work on my Unity7 Xenial machine and move the window.
