Thanks Gunnar for tracking this down! Adding a policykit-1 build dependency requires some thought, as that also build-depends on systemd [1], thus this is circular. Also, there was a lot of effort with making systemd bootstrappable without excessive dependencies. But I think it's fine to add this as a [!stage1] b-dep.
