Ok, here it is. YMMV but this should theoretically fix systemd on 18.04
WSL.

  This was fresh Ubuntu 16.04 instance on Windows 10, running inside a
  Virtual Box on an iMac. I did an apt-get dist-upgrade before
  attempting to upgrade to 18.04.
