Public bug reported:

I ran "apt update" and see there were packages that needed update, I
wanted to see wihch ones, so I ran "apt upgrade", looked at the packages
needing to be upgraded, realized it would take too long and I was
already running behind so I said NO to the prompt to continue.  It then
proceeded to complete the updates as if I had said yes.  See attached
screen shot.
