Our sync service has a global setting that says if the background sync
can happen over 3g. And a sync plugin can sync any kind of data (twitter
messages, chat-log, calendar, contacts. etc). In my opinion we should
not have individual setting for different service.

Bug description:
  by default we should not perform a sync when not connected to wifi. in
  the future this should be a setting.

  desired resolution:

  In general Sync/background updates per up should be allowed in System
  Settings. However, switching off this functionality should be done per
  app basis, therefor should sit in App Settings.
