Right now there are two ways to set the IP address, either ssh and modify the files, OR try and connect to a machine without a DHCP server and it will then ask if you want to setup a static IP.
The easiest way to do this is run a cable from the Touch to a laptop ethernet port (NOT the switch or router on your LAN), assuming the laptop is NOT running a DHCP server. Go to settings>advanced>networking and choose the network type as ethernet, this will try and connect to a DHCP server over the wire. It won't find one, then give you the option to use a static IP, say yes and enter the address. Unplug the wire from the laptop and go back to your normal connection (wired or wireless). Yeah its a little messy but you don't have to edit the files on the Touch.
