Nasty!

Are you using the coax / spdif input on the RME? That SHOULD handle
sample rate switching properly...

However, it sounds like your dac's are not muting properly when lock is
lost. That is very bad - for the reasons you've discovered. All DAC's
should be fitted with a muting circuit (usually couple of transistors -
could be a relay) that prevent any signal output from the DAC when input
lock is lost.

There's no excuse for this - it's penny-pinching and bad design.
