Yes, Samba is also used for access to files on USB or SD storage, although the sharing must be enabled. Settings > Advanced > USB & SD Storage > Sharing > Enable Sharing. Neither Apache nor MySQL run on the Touch. SBS normally has its own HTTP server and has never used Apache, but this HTTP server is disabled on the scaled down version of SBS that runs on the Touch. When SBS was migrated to run on the touch it was rejiggered to use SQLite instead of MySQL.
