Usually when this occurs it is because the user under which SBS runs (username 'squeezeboxserver') does not have write permissions in the playlist folder. So first check which folder you have set for your playlists, and whether user 'squeezeboxserver' has write permission in that folder.
Normally I would expect all of that to already be set up correctly for you on the VBA, but I suppose it's possible you're accidentally trying to save the playlists in the wrong folder. And no, a clear and rescan does not delete your playlists _as_long_as_they've_been_written_to_disk_.
