Yeah, if your internet is choking on small stuff like internet radio you may have bandwidth issues. Simple test is to play a lossless file on your computer through your Touch. If it can handle a FLAC or WAV file without rebuffering (which I'd bet it can) then you know the issue is with the internet speed.
Is your WiFi a G band router? Any a or b devices connected to it?
