Do you get the hiss if you disconnect the RCA interconnects from the Touch to the preamp? Do you get the hiss if you connect another line source (tuner, CD player, etc.) to the preamp? If you get the same hiss from other sources or with no input then the noise is probably originating in the preamp.
Looking briefly online, ESP indicates this preamp has jumpers or dip switches that can adjust the preset gain level. Sounds like this would be a good place to start.
