No it's in the system files on the NAS itself not in the share , you
need root access SSH or SFTP is on port 22 btw and you use the root
password for the NAS .

If you are on windows use an application called putty and edit the file
directly with vi  , be carefull take backup of the file don't blow up
your install.

You may need to learn some linux shell commands at least how to copy and
rename a file and some basic vi editor stuff luckily this is very well
described elsewhere on the internet google :)

But disabling the plugins as described can be done in the web-UI maybe
thats good enough ?

Note: the config file on ready NAS may be a little bit different than
mine due to that cache folders are relocated and stuff ,just add the
--noimage --novideo --noupnp and let the rest of the file be as it is .
