Yes, you connect it to MySqueezebox.com then.
This, however, is not perfectly reliable. The Touch will not always
realize that it lost it's server connection and then not show up as
"unconnected".

If you use MySqueezebox.com as a music source: yes.

The "normal" behavior depends on the state of your Touch.
iPeng will do three things
    
- search for LMS servers. For all that it finds, it looks for
  connected Squeezeboxes and shows them. If one of them is the one you
  used the last time (here: your touch), it will make that server the
  one it uses as a music source so that you can use that player
- connect to MySqueezebox.com (if you have configured that with your
  mail/password by tapping it at least once). Process is the same as for
  LMS
- Search for unconnected players and show them
  
If iPeng doesn't find the server it was last connected to and also
doesn't find the Squeezebox on another server, it does nothing.
