Perhaps this tool can help? It's intended to find rogue dhcp servers on
a local network. If the assumption above is correct it should catch
replies from more than one IP address. You can list the known good dhcp
server to avoid unecessary alerts. It's a command line tool mostly used
by admins on servers, but should work just fine on Windows 10.)
