You need 24/7 internet connectivity with a fixed IP. There are exceptions
to this (e.g. using UUCP) and a UNIX computer with a fax modem and access
to dialup phone service. The Unix can be Linux (preferred), FreeBSD,
Solaris and others but the mainstream support is for Linux.
If your local calls are toll calls then this service would run your phone
bill up on each FAX sent.
My experience was that it was not easy to get a fixed IP and 24/7 Internet
connectivity in either San Luis Potosi or Guadalajara but the calls
weren't toll calls.
You can get plenty of assistance setting this up if you can overcome the
basic obstacles.
