My working title for the new index has been TracPI (in honor of PyPI), do
people like that better?

Perhaps do a "Featured plugin" section once a week or something. Alec or I
(or any other trusted community member) could do a short writeup on a
popular plugin, possibly along with screenshots, sample configs, pointers to
sites using it, etc. I would then include a link to that page in the default
WikiStart, just in the hopes that people will see it.
