Your workflow is a prime example of what should be done in a plugin. I am sure that there are many people that would enjoy your workflow. I, on the other hand, will not need this workflow unless my company manages to triple in size. The whole point of the workflow Interfaces is that people can create their own super-duper workflows if the want.
