That's one possible way, however there are already intentions to make the translation process better: http://www.transifex.net/projects/p/trac/team/de/ respectively http://www.transifex.net/projects/p/trac/. The only problem is that because of a bug ( http://trac.edgewall.org/ticket/5475#comment:67) we cannot use it. I'm not sure that bitbucket + patch queues are the best way.
