So it looks like the main issue with having updated trac packages is
that there aren't enough developers and a lot of open issues.  I
suspect there would be a huge benefit to having a more formal
relationship between the group on trac-dev (like somebody who
frequents this list) and the maintainers of the trac and trac related
packages.

You provided links to a bunch of trac related bugs... most of which
are packaging requests... but take a look at the current thread
regarding trac itself in Debian:

There are also a lot of dependent packages all of which have to
maintained and tested.  And in some cases modified to conform to
Debian's way of doing things.  Basically a ton of work.  For those of
us who can "get by" without having formal packages a lot of this isn't
an issue.  Though I understand where you're coming from... one of the
many issues I face with trac adoption is that our current system
administrator is not a fan (I was the sysadmin for my company back
when we started using trac... ;-)
