No, it's not yet supported.
Should be relatively easy to add in the quickjump menu, under a new
bookmark topic. To be visible as "annotations" to changesets (in the
timeline for example), the easy path would be to pretend they are tags
(like `hg id` does)... and in a sense, it's a kind of moving tag.

Btw, glad you reworked this topic! I had some pending changes I was
never satisfied enough to publish, so it's nice to see some fresh ideas
