I had written a plugin, called MailPlugin [1] (long time ago). I put also an enhencement request for AnnouncePluign [2].This feature is important for our company, and I guess it might be valuable also for other Trac installations. Would you like to put it to the new wiki page? Is this feature summarized in your saying "Batch notifications" under point 3?
