Sounds great. Unless anyone else has objections, I'd say go ahead with the 
1.3.1 release.

We've been fairly consistent with the 2 month schedule for minor releases, 
but the major release was way off the 1 year target (1). I favor aiming for 
a 1.4 release in mid 2017 (2), and will try to find more time to commit 
toward that.
