Sorry, I missed the obvious when I first replied. Try:

    <LocationMatch "/[^/]+/login">
        AuthType Basic
        AuthName "Deksesuma Trac Server"
        AuthUserFile /var/trac/.htpasswd
        Require valid-user
    </LocationMatch>

The Location directive by default only does glob style matching, not
regex. Thus you need to use LocationMatch with what you want to do.
