Try setting it up so that static files are served up by Apache, instead of having to go through a whole Trac request. It might not solve your issues, but it certainly results in /some/ speed improvements.
It can be done relatively easily using the trac-admin 'deploy' command an Apache's 'AliasMatch' directive.
