Hm, if you installed it, you can look at <trac-site>/wiki/TracIni for
supported options of all installed plugins. This is most relevant here:

[announcer]
default_email_format

Accepted values are 'text/plain' and 'html'.

You've certainly read the wiki documentation for Announcer, haven't you?

Sure, if that formatting thing is more important to you than i.e. per-user
opt-in/-out and other configuration options, well then stick to
TracNotification, please.
