Yes, me. There is no need to regenerate .po files. Translators should grab automatically updated po files from http://l10n.gnome.org/ or manually check out code and use `intltool-update` before translate it. Also, old translation living in svn is not an issue, 'cause at build or dist time intltool remove them from .mo files However, while examples in that bug are outdated, could be good check tracker code for wrong or missing gettext plural forms, proper l10n/i18n is a must have for a well behaving software.
