Like Michael, I'm also betting it's the shell prompt.

You can configure shell-prompt-pattern or tramp-shell-prompt-pattern
to help Tramp find that prompt.  Hm.  I think it is better to
configure shell-prompt-pattern -- tramp-shell-prompt-pattern includes
some default shell prompts that occur from time to time.
