Not sure if it's relevant, but 23.976fps is the rate at which 24fps
movies actually run on the NTSC television system after the so-called
"3:2 pulldown". This is due to the actual NTSC frame rate being 29.97
fps, not the 30fps that you might have expected (long story.... don't ask!).

I would not be surprised to find that these same strange numbers have
been perpetuated into the spec for U.S HDTV, even though there is no
technical reason for it.
