I found the spec by googling:

For 16:9:
                     vertical   horizontal
Action safe margin :   3.5%        3.5%
Graphic safe margin:   5.0%       10.0%

Since my numbers are 16 pixels top and bottom, and 36 left
and right, I am using the correct horizontal compensation
and slightly less than the correct vertical, which should
be 24 pixels top and bottom, but I bet that only applies
to the rare (practically unheard of, even) analog 16:9 sets.
The LCD screens seem to use the Action safe overscan for
the vertical dimension... It's just all crazy.
