another thing...

please encourage your Croatian translators to complete the translation
of the Pootle interface at http://pootle.locamotion.org/
(and to review the quality, etc.)

The reason why Croatian is not enabled in the default install of Pootle
is because the interface translation is not complete. This is a way of
encouraging people to contribute translation to Pootle - this way most
Pootle installations will have your language enabled by default.
