My rules are if there is no work or something very broken in a cycle then I don't sign off. Unfortunately with Welsh I did sign off but it was rejected see https://l10n.mozilla.org/shipping/signoffs/cy/fx18#81f8eeaf61e5 My fault I dropped the ball on that bug, am really sorry about that. The fix is in Aurora but I forgot to get it into beta and now 18 has been pushed to release I can't change it. I've made some changes on my end so that I have easy access to beta so that I can fix this in future. The underlying issue though has been resolved and was a technical one introduced, unfortunately, by the Mozilla license changes to headers. So long story short, we can't get those changes in. Users for Welsh will stay on 17 but will proceed to 19 when it moves to release in 6 weeks time.
