Please tell me if I'm reading you wrong and replying to something else
than your question.

What you're asking is to output "n月j日 hh:mm (UTC)" instead of "[$time
n月j日 hh:mm (UTC)]" like it is in the announcement that helps people
keep track of the when MediaWiki version comes to the different wikis?
You could do that by removing "[$time " and "]" in the Japanese
translation, the only thing that will disappear is the link to
timeanddate.com, and train the translation memory to suggest that
instead – it's entirely up to you.
