Pidgin does not use launchpad for translation at all. It is simply a coincidence that the Ubuntu translation team is our translation team. The Pidgin Help menu contains a Translator Information entry that lists all of the current translators. We support three methods for translators to provide updated translations to our project; you may use the one that fits your work flow the best: 1) Direct commits of the po file to our Mercurial repository 2) Tickets in our Trac with updated po file attachments 3) Transifex It sounds like Transifex is probably your preferred method. We can add someone on the Ubuntu Translation team to our Transifex, just let us know who!
