Well you are in better luck these days... to bring this back on to the topic of linux... Wondershapper running on a small PC can do QoS and bandwidth shaping for you. You could probably get do the deed for under $200/site. Personally I would use an OpenBSD box in Bridged mode to do my traffic shaping. It would simply fit right in front of the router and handle the shaping transparently. Jason special built a box like that for one of our clients that was having some QoS issues - mainly due to the mixing of VPN in with his VoIP and all connected via TimeWarner Cable. The client is now very happy and their Voice sounds great! And the cost for the OpenBSD firewall was very low. BTW: I try to stick to the real world here when talking about VoIP and other items that I have some skill with, but it is great to see someone quoting the RFCs every and now and then!
