Not a plugin, but ... There is a free software (GPL) machine translation tool called Apertium that seems promising. [1] [2] Don't forget the bleeding edge versions as well. They also have a surf and translate feature that seems to be non-working at the moment, but anyone can install and run a copy on their own machine.
