Never mind. I figured it out. Here's the simple three-step tutorial, which  
should probably be made into a wiki page:

# sudo apt-get install ia32-libs
# Go to /usr/share/libcapi20-3 and delete changelog.Debian.gz
# sudo apt-get -o DPkg::Options::="--force-overwrite" -fy install
