Except maybe debootstrap: https://wiki.debian.org/Debootstrap (the
"subdirectory" referred to in the page can be a lot of things, including a
directory to which another partition is mounted, which is how debootstrap can
be used to install an (albeit kernelless) installation of Debian (and distros
based on it&Ubuntu), which can then be chrooted into and have packages
installed from there (i.e. a kernel).
