The web is basically just an instrument for exchanging information.
If you visit a website containing pictures of great artists, the content is the same like you see it in a museum and it doesn't have to be free and is not of practicel use. However, the way the website is rendered out of an existing html/css markup code -is- a work of practicle use and afaik already freely available.
For instance, you can make such a page as well as i can.
Btw, a pure html page can be downloaded and modified by any visitor.
So basically you run your modified version on your own computer.
The real problem is SaaSS as well as privacy issues and, as onpon pointed out, javascript. Those technologies penetrate the web densly and i don't see any way circumventing them without torturing myself everyday and leading an asketic life. Since our computing is spoiled from the very bottom ehen it comes to freedom and privacy issues, i don't see any point in doing this anyway.
