There's a difference between focusing on specific ethnic groups for specific
cases, and daily harassment.
Plus, speaking of economy of resources, it's more economical to monitor
specific behaviors of any ethnicity than to swipe over large specific ethnic
groups.
Less people to monitor, better results.

And ignoring all the others like they can't be dangerous is far from
objective (or rational).
