The inability to deactivate the screen reader has been reported as a bug (see  
comment #2):

In my install of T8 in a virtual machine, I too cannot seem to turn the  
screen reader off. There does not appear to be such an option in the  
Assistive Technologies preference pane. Also, the screen reader program  
crashes upon loading.
