Actually it is literally true that scientology fits within TROM but TROM cannot 
fit within Scientology.
In several places in the TROM tech Scientology observation are explained by 
TROM tech.
For instance in Dianetics LRH observed but could not explain that items in the 
reactive mind are related with an A=A=A relationship. In the Insanity Point 
lectures Dennis shows why this must occur at the boundary between opposing 
postulates.

So TROM tech can prove Scientology tech and is therefor a step up in 
understanding. Dennis was indeed standing on Ron's shoulders.
