It's because logging in uses PAM. The problem can be corrected by modifying the
file "/etc/security/console.perms". In it, you'll find a record which looks
like:
<console> 0600 <sound> 0640 root.sys
This means that the sound devices will be owned by you, with permissions of
0600, when you log in, and owned by user root and group sys, with permissions
of 0640, when you log out. You can correct your problem by changing this line
to look like:
<console> 0662 <sound> 0662 root.sys
