For me, the module is ready to be committed. I just added a small documentation. For the two topics: - Add subdivision: we don't need it right now, so I prefer to publish this one like this (release earlier) and see if the need raises for someone he could submit a patch to extend the module. - Supra-national group: there is no clear picture on how it should be managed. The current solution is to create different tax rules for each supra-national level (ex: inside own country, inside Europe, outside Europe etc.).
